Another theory is that Gen V Pokemon was excluded from Megas because Gen V's Pokemon designs were the most controversial of all of the generations. Since so many things about X and Y were put in to appeal to older fans, they would have avoided the most controversial generation.

Oooh okay that makes a lot of sense, thanks! I heard that too. Kind of explains why Generation VI feels more like Generation IV than Generation V did, doesn't it? That's how I feel, at least!
On the controversial designs note, I feel like that alone should be reason enough for a Mega Evolution. It's their chance to do things right!
