It would be appreciated if you could include the EVs, the ability, and held items of your pokemon. It just helps us get a better grasp of what your pokemon are trying to accomplish. Otherwise, there's not much we can critique on. Also, a small description of what your pokemon is doing wouldn't hurt.

3.starmie timid nature
moves: rapid spin
thunder wave
ice beam
hydro pump
I wouldn't recommend thunder wave on Starmie. I would give thunderbolt a try instead. Starmie is more of an all out attacker (besides rapid spin) and doesn't have the bulk to paralyze something and survive the hit after that if the pokemon doesn't get stopped. Plus it's a nice coverage option too.

EVs would totally be appreciated. Note that some moves aren't available till Poke Bank.

Metagross has taken hits in usefulness in the passing generations; this time, it gained weaknesses to Dark and Ghost and Meteor Mash's power was reduced. Right now, it's best using a bulky Assault Vest set:
-Meteor Mash
-Earthquake
-Bullet Punch/Zen Headbutt
-Hammer Arm/Zen Headbutt
Nature: Adamant
EVs: 248 HP/252 Atk/8 SDef
Item: Assault Vest
Ability: Clear Body

Scrafty is better off using Dragon Dance to fix its mediocre Speed. It can also use Bulk Up to make the most of its good bulk, though Fairies will still pose problems:
-Dragon Dance
-High Jump Kick
-Crunch
-Poison Jab
Nature: Jolly
EVs: 4 HP/252 Atk/252 Spe
Item: Life Orb/Lum Berry
Ability: Shed Skin/Moxie

or
-Bulk Up
-Drain Punch
-Crunch
-Rest
Nature: Careful
EVs: 252 HP/4 Atk/252 SDef
Item: Leftovers
Ability: Shed Skin

Also consider Pangoro for its ability to gain momentum and weaken opponents' offensive stats for setup opportunities with Parting Shot:
-Sky Uppercut/Hammer Arm/Storm Throw
-Crunch
-Poison Jab/Stone Edge
-Parting Shot
Nature: Jolly
EVs: 4 HP/252 Atk/252 Spe
Item: Choice Scarf
Ability: Iron Fist/Scrappy

Starmie is fast enough that it doesn't need Thunder Wave:
-Hydro Pump/Surf
-Psyshock/Thunderbolt
-Ice Beam
-Rapid Spin
Nature: Timid
EVs: 252 SAtk/4 SDef/252 Spe
Item: Life Orb/Leftovers
Ability: Natural Cure

or
-Scald
-Rapid Spin
-Psyshock/Ice Beam/Thunderbolt
-Recover
Nature: Timid
EVs: 252 SAtk/4 SDef/252 Spe
Item: Leftovers
Ability: Natural Cure

Dragon Dance is really the only good thing Dragonite can do. Extreme Speed isn't available till Poke Bank:
-Dragon Dance
-Outrage/Dragon Claw
-Thunder Punch/Fire Punch
-Earthquake/Roost
Nature: Adamant/Jolly
EVs: 252 Atk/4 SDef/252 Spe
Item: Lum Berry/Leftovers/Weakness Policy
Ability: Multiscale

Ninetales is only good for its Drought ability, and as a result, only sees use in dedicated sun teams, which this team isn't. Replace it with something else, like a Grass Pokemon such as Roserade. It has good synergy with Blaziken and Starmie:
-Spikes
-Sleep Powder
-Leaf Storm
-Hidden Power (Fire)
Nature: Timid
EVs: 4 HP/252 SAtk/252 Spe
Item: Life Orb/Focus Sash
Ability: Natural Cure/Technician

or
-Leaf Storm
-Sludge Bomb
-Hidden Power (Fire)
-Rest/Sleep Power
Nature: Modest/Timid
EVs: 4 HP/252 SAtk/252 Spe
Item: Life Orb
Ability: Natural Cure/Technician

or
-Spikes/Toxic Spikes
-Giga Drain
-Hidden Power (Fire)/Sludge Bomb/Toxic Spikes
-Rest/Synthesis/Sleep Powder
Nature: Calm
EVs: 252 HP/120 Def/136 SDef
Item: Leftovers
Ability: Natural Cure

Brave Bird doesn't give Blaziken noteworthy coverage. It's an Uber once again, so people might not be happy with that. If you want to keep it, use this:
-Flare Blitz
-High Jump Kick
-Protect
-Swords Dance/Baton Pass
Nature: Jolly/Adamant
EVs: 4 HP/252 Atk/252 Spe
Item: Blazikenite
Ability: Speed Boost

BTW, Welcome to the forum!

Competitive battlers also need to add items, abilities and EV spreads. That way we can get a more detailed review of your team. At the moment nothing resists Electric, so you'll need a Pokemon that resists these attacks. Ground, Grass and other Electric-types, such as Breloom, Excradrill and Jolteon are good examples of these. BTW you'll have to replace Blaziken, because he is unfortunately banned from the OU tier and can only be used in Ubers.

This is just me..but I don't like having 2 of the same types, 2 of your pokemon can easily be knocked out by a water
But if you have another Pokemon that resists water (In this case Dragonite & Starmie) that would be OK, as long as he switches into a predicted Water-type attack that could otherwise hit Ninetales or Blaziken super-effectively.
Boilurn, the Scald Pokemon and the evolved form of Hottle. It can burn the holder by the lightest of touches when it boils. It can boil 3 gallons of water in one minute.

See my last post.

To add, Natural Cure is the preferred ability for Starmie, as it's too fast to make use of Analytic.

Multiscale is also the preferred ability for Dragonite; otherwise, it plays like a worse Salamence.

Like Platinum said, you really shouldn't be using Ninetales. The only reason it ever saw the light of day was because it got Drought. With the weather nerf and Mega Charizard Y, Ninetales has almost no use again. If your heart is set on a second fire type, there's better options, like Charizard's mega forms, Talonflame, Infernape, Heatran (this is a PokeBank team, right?) etc. But it'd still be better to not use a second fire type.

You could also consider Ferrothorn instead of Roserade as a bulkier option:
-Ferrothorn w/Leftovers
Nature: Sassy/Relaxed
Ability: Iron Barbs
EVs: 252 HP, 48 Defense, 208 Sp.Defense
Moves: Stealth Rock, Power Whip, Thunder Wave/Gyro Ball, Protect

Also, when posting your teams, include the items, abilities, natures, EVs, and moves altogether. It makes it easier for us to read and think. You have them spilt between 2 posts. Just sayin'.

you guys are awesome thanks, nine tales (although not too powerful) is my fav pokemon. how does switching him with a volcorona sound?
I wouldn't want to add in another Water weakness to the team, but if I were you, I'd use Roserade or Ferrothorn to give the team another Water resistance.

Somehow Volcarona slipped my mind. Yes, Volcarona is a fantastic fire type. It even can use Giga Drain, but you can't use that until Pokebank. You really wanna try to limit your weakness to water types. Water is generally a pretty powerful type (which is why I'm so glad rain got nerfed), so you really don't wanna have water issues.

do you guys have a better replacement for dragonite?
Can't get a Dratini with Marvel Scale I take it? Plenty of other options if you need something to fill Dragonite's slot.

-Garchomp w/Yache Berry or Haban Berry or Roseli Berry
Nature: Jolly
Ability: Rough Skin (Sand Veil is ok too if you're playing in Battle Spot)
EVs: 252 Attack, 252 Speed, 4 HP
Moves: Dragon Claw/Outrage, Swords Dance, Earthquake, Fire Fang/Poison Jab

or

-Garchomp w/Choice Scarf or Choice Band
Nature: Jolly
Ability: Rough Skin/Sand Veil
EVs: 252 Attack, 252 Speed, 4 HP
Moves: Dragon Claw/Outrage, Earthquake, Poison Jab/Iron Head, Fire Fang/Stone Edge

or

-Salamence w/Life Orb or Lum Berry
Nature: Naïve/Hasty
Ability: Intimidate/Moxie
EVs: 252 Attack, 252 Speed, 4 Sp.Attack
Moves: Dragon Claw/Outrage, Dragon Dance, Earthquake, Steel Wing/Fire Blast

or

-Salamence w/Life Orb
Nature: Naïve/Hasty
Ability: Intimidate/Moxie
EVs: 64 Attack, 192 Sp.Attack, 252 Speed
Moves: Draco Meteor, Dragon Claw, Flamethrower/Fire Blast, Earthquake/Steel Wing

or

-Goodra w/Assault Vest
Nature: Modest
Ability: Gooey/Sap Sipper
EVs: 252 HP, 252 Sp.Attack
Moves: Dragon Pulse/Draco Meteor, Flamethrower, Thunderbolt, Sludge Bomb

Any of those sound appealing?

nine tails timid nature
moves: hypnosis
nasty plot
flamethrower
energy ball
Nine Tails is only good for it's abilities, and it has only a few movesets that pull it's weight to be in OU. But you're not exactly using one of them. Honestly, I'd just go with a Moltres or Heatran. Or better yet, Volcarona who has all around better stats and use this set:
~ Quiver Dance
~ Bug Buzz
~ Fire Blast / Fiery Dance
~ Giga Drain / Hidden Power Ground
Honestly, it's way better than Nine Tails

If I were you, I wouldn't put High Jump Kick on Scrafty. It's quite a risky move; if you miss, you'd be hurting yourself pretty bad. Instead, you should go with Drain Punch. It's got perfect accuracy, causes decent amount of damage to your opponent, and it recovers your HP as well. You should also consider replacing Stone Edge with Dragon Dance. After one use of this move, you should be all set to start sweeping your opponent. (: One other thing that you should probably do is teach Blaziken Swords Dance.
