I'm looking for a final pokemon to put on my pokemon x team. My current team is:

Mega Gengar: Special Sweeper
Energy Ball
Shadow Ball
Thunderbolt
Psychic

Gardevoir: Screen Support
Psychic
Reflect
Light Screen
Thunder Wave

Vaporeon: Special Tank/ Sweeper
Ice Beam
Surf
Toxic
Aqua Ring

Arcanine: Physical Sweeper
Flare Blitz
Thunder Fang
Close Combat
Extreme Speed

Avalugg: Physical Wall/Spinner
Avalanche
Curse
Recover
Rapid Spin

I need one last pokemon to complete my team. Any recommendations on who that could be? I'm not going to be totally competitive since I will just be doing battle spot or battling friends, so I don't need anyone super overpowered. I was thing Noivern would be a nice addition. If you think differently, please let me know!

If I were in your shoes, I would probably add Scizor. It could be a revenge-killer for my team, and take down the opponent's Pokémon whenever one of my own Pokémon gets knocked out. For moveset, I would probably go with this:

Scizor w/ Choice Band
Ability: Technician
Nature: Adamant
248 HP / 252 Atk / 8 SpD
~ U-turn
~ Bullet Punch
~ Superpower
~ Pursuit

EV spreads would totally be appreciated.

Gardevoir has better things to do besides dual screening; Espeon does it better because of Magic Bounce. I'm saying that Gardevoir has better support options. Also, Moonblast is better for mono-attacking Gardevoir because nothing bar Shedinja is immune to it and it maims the Dark Pokemon that used to hit Gardevoir supereffectively:
-Wish
-Protect
-Moonblast
-Will-o-Wisp/Heal Bell
Nature: Calm
EVs: 252 HP/4 Def/252 SDef
Item: Leftovers
Ability: Trace

Poison gained a new lease in life in X/Y by hitting Fairies super effectively. Mega Gengar is well known for its trapping ability via Shadow Tag and it should take advantage of that:

-Sludge Bomb/Focus Blast
-Taunt/Focus Blast
-Destiny Bond
Nature: Timid
EVs: 4 HP/252 SAtk/252 Spe
Item: Gengarite

Aqua Ring isn't worth using on Vaporeon; it only sees use in Baton Pass chains. It has better things to be doing, like Wish support, which Gardevoir does already. Wash Rotom is the better option in this case because it also deals with Talonflame, which is somewhat prominent:

Arcanine isn't that good, honestly. Sure, it has good stats and a good move pool, but its Stealth Rock weakness lets it down. Mega Charizard X is the better physical Fire Pokemon:

Nature: Adamant/Jolly

Avalugg, while having monstrous Defense, is let down by its terrible defensive typing. Starmie is the better Rapid Spinner in this case:

There's nothing wrong with using Vaporeon. You just need to use a different set on it.

-Vaporeon w/Lum Berry or Leftovers
Nature: Bold
Ability: Water Absorb
EVs: 252 HP, 252 Defense, 4 Sp.Defense
Moves: Scald, Wish, Protect, Toxic

Try to get it as close to that as you can. As the others said, Scizor is a good option for your team. Steel is (and has been) an important type to have on teams. Your could also roll with a physical Lucario if you want:

-Lucario w/Focus Sash or Life Orb
Nature: Jolly
Ability: Justified is best, but if you can't get that, one of its other abilities will do
EVs: 252 Attack, 252 Speed, 4 HP
Moves: Swords Dance, Close Combat, Bullet Punch, Crunch/Ice Punch

So after some thinking and battling, I'm probably gonna replace Arcanine with Ninetales. I also changed my Gardevoir to what you suggested. I'll probably end up heading with Starmie as a spinner as well. I'm still at a stand still with my final pokemon. Right now I'm considering Golurk or Sylveon.

Ninetales is not a good option. It's really not. There are plenty of OU fire types better than Ninetales to pick from: Charizard's Mega forms, Infernape, Heatran, Talonflame, Blaziken (wait thats in Ubers), Chandelure, Volcarona, etc. Arcanine is better than Ninetales. Only reason Ninetales was ever in OU was because it had Drought, and Groudon is forever in Ubers, so it was the only sun summoner you could use in OU.

And between Golurk and Sylveon, Sylveon > Golurk.

I would say replace Arcanine with Talonflame.

Gale Wings Talonflame is a really tricky Pokemon to use. Sure the attack is below average and it has 4x weakness to stealth rocks but I would say add a life orb to it. My friend would always use one against me and he always beats me with Talonflames aftermath, known as Tail Wind. ANYWAY

A good Talonflame set in my opinion is:

Life Orb/Jolly Nature (252 atk/252 speed/4 HP

Flare Blitz/Brave Bird/xxxx(U-turn)/Tail Wind

You can dish out damage with it while also scouting around, or damaging an incoming switch in. If you feel like Talon Flame has done it's job or is ready to faint, use Tail Wind. Because of Gale Wings, you should not have a problem setting it up, and with that, you can end up helping your whole team in terms of speed, in this case Gardevoir and Vaporeon. With some speed EVs invested on Vaporeon, it does not have to worry about going first which can give you the upper hand.
