In comparison, Johto introduced 100 new pokemon, in which 17 of them were related through some type of evolution to old pokemon. Just because mega evolutions don't boast their own independent Pokedex # doesn't mean that the designers don't spend a considerable amount of time designing them.
Also considerable is that the regions introduced before Johto and Kalos both had 150+ pokemon introduced with designs not based off of previous generations (the former for obvious reasons.) I actually really love this contrast: I had a
lot of fun playing Black/White in an environment full of new faces, and just as much fun playing this time around in a melting pot between so many past generations pokemon. And it's that they're alternating between these 2 different experiences that made both experiences feel more fun and refreshing than the last.
