Gyarados is a much better Water/Flying Pokemon to use than Mantine simply because it has better offensive presence. Goodra is in the same boat (minus the typing), but it boasts more special bulk and better coverage options. Even with Assault Vest, a Thunderbolt from something like Raikou can tear huge chunks out of Mantine's health. Incarnate Thundurus has a chance of OHKOing Assault Vest Mantine with Thunderbolt, while Therian Thundurus is guaranteed to get the job done:
