In the pokemon handbook (possibly anime as well) it states that Erika, the Gen 1 plant type gym leader, had a, quote, "messy Grimer attack," unquote. Because Koga is the Gen 1 poison type gym leader, he quite probably could have sent that Grimer to kill Erika.
Need more evidence than this? Koga is a ninja. I don't know if they thought this through when they made those games, but a ninja is someone who kills people for money.

An interesting theory, but I just can't see any reason that Koga would have to do that to Erika. Sure, he's a poison Gym Leader and a ninja, but you think he'd use something a little more stealthy than a Grimer if he really were going after Erika.

That, and Celadon's had some issues with Grimer and Muk, as they've taken over the small pond in the middle of the city- at least in the 2nd gen games and their remakes. I'm not sure what handbook you're talking about, but if it's a newer one, chances are they could just be referencing those events (or if it's an old one, maybe the Grimer in the pond are a shout-out to the handbook?).

Only support for this I can think of is from the Pokemon Adventures manga, where Koga is part of Team Rocket and Erika is a leader of the resistance against them. He would definitely try to kill Erika there ^^

But in the games, I rather think those Grimer would be wild pokemon, as Koga seems to be a good guy there. Ninjas don't necessarily kill people for money, I believe.

In the second generation, Celadon City's pond-ish area is flooded with Grimer. I'm sure the attack was simply an early version of the Grimer infestation. Besides, Koga became an Elite Four member by then. It would be more possible that a Team Rocket plan was to take over Celadon or something.

Ninja are Japanese mercenary. They work for money; it's simply their job. I don't think Koga would have wanted hard cash, unless he had to pay off taxes for his Gym. He also doesn't pay a small amount when we beat him in the gym. But then again, he became an Elite Four member, remember.

There were incidents with Grimer in the 2nd Generation, and maybe the Grimer saw a Grass type specialist to be an easy target to exercise their power on. Maybe she's just talking about some accident she had during that time. The only reason I'd see this theory being true in the least is when you bring about that Koga and Erika were enemies in the Pokemon Adventures manga, as previously stated.

I noticed that most of your arguments revolve around the fact that wild, ferial Grimer are all over the place in that area. That may be why he sent Grimer; no one would suspect him that way.

Not only are people stating the Grimer incident which was after Gen I.
How about the fact that Celadon City got infested with Team Rocket who's hide out was there in the main Gen I games. They very well could have plotted against Erica, then.

And, by the way, the definition of Ninja is:
a person skilled in ninjutsu.

So, if we want to broaden this, we can say that it's a person skilled in an art of fighting. That doesn't mean he kills people. He was a prestigious man, which is why he went into the Elite 4. I know Giovanni is a counter argument, but he also didn't make it to the Elite 4. I feel like that's like becoming a President now. There's probably a lot of security checks you have to do before you actually become an Elite 4 Member.

It just seems like you're lacking a lot of evidence.
Why couldn't it be some of those Cue Ball people and Bikers on Cyclist Road or whatever right by there? There's so many possibilities, it's hard to limit it down to one.

And yes, the definition of ninja is somebody who kills for money.
In ancient Japan, ninjas came from a group of very powerful assassins. Trained since childhood, ninjas were extremely dangerous. Basically, if someone told a ninja to kill you, he would kill you. In fact, a ninja might be behind you right now, and you'd never know.
So ya, Koga may have been hired to kill Erika. But lets think of the obvious question now: who hired him to kill her?

I think the main point is that while this handbook says she had some Grimer trouble, there doesn't appear to be anything that indicates what this trouble actually was or if it involved anybody else. That means that there's a lot of possibilities. One includes your claim that Koga could have attacked her, but someone could very easily say it was done by any other trainer (because Koga being a ninja doesn't mean he has a motive to attack another Gym Leader, really). Or just an incident involving a Wild Grimer, that are common within the very city she lives in.

Problem is that your theory lacks any other support beyond 'Koga uses poison types and is a ninja', and as some people have said above being a ninja doesn't mean you try to kill people for money. You'd want some other supporting evidence that would help suggest that Koga would do such a thing.
