I personally think the Light Ball's a contained orb of electricity, that Pikachu uses to boost its power. It feeds off the electricity, maybe? All I know about the Light Ball is that it exists to give Pikachu, a Pokemon that's (unfortunately) mediocre in battle a chance to do better. It's also, as mentioned, the series mascot, so of course they'd do all they can to make it better in game, and a way to make it different from the rest.

No, I don't think the other Pikachu ripoffs electric rodents should have access to the Light Ball. Like I said, to give the mascot of Pokemon a chance to stand out. Sure, it sounds interesting, but it doesn't sound like it would work.

I think this a matter of willing to let it work not that the thing can't work in itself. They would just have to set this in motion and it would become a normal thing. After all they are the Pikachu parallels. I just don't get why they make these guys with mediocre stats and not create ways for them to be competitive pokemon. As if their purpose was for them to be there so we can say how cute they look.
Some Pokémon were created for a specific purpose, some were simply filling slots and some were inspired from real life creatures. The PikaClones are more specifically extending the Pikachu legacy. There's no need to have them good stats, methinks. Besides, Ash's female companion usually catches one of these.

The ball is a standoff ball, and Pikachu is a standoff Pokémon, so it would be like asking why the Gracidea doesn't work on Bellossom or why the Lustrous Orb doesn't work on Garchomp.

Of course it would be silly to say why Gracedia doesn't work on Bellosom and why the Lustrous orb doesn't work on Garchomp. These items were made for Shaymin and Palkia exclusively. But in this case considering that Pikachu has two other forms in it's evolution and of course the expansions of it's legacy to me it feels like why does the soul dew only work on Latios and not Latias? They should work on both. See where I'm going with this? After all they are different regional versions of Pikachu according to what the creators of the franchise are attempting to do.
You're right about that, but Latios and Latias are commonly viewed as brother and sister (see PMD). What would be the relation between Minun and Pichu? Distant cousins? They're just related the same way the normal-type rodents that we get early in each region are. Besides, Pikachu as a mascot deserves a special item. This Ball can also give Pichu Volt Tackle, remember? Chansey also gets the item Lucky Punch which both Happiny and Blissey can't use.
