Anyways, I'd honestly learn to start with the logistics before anything else. Learn to insert images, learn a little hex editing (repointing data is an important one, as well as stuff like making a table etc.), learn about extracting or inserting tile sets. Really, just start with the mechanical basics.
One you learn how to do everyday stuff with the rom itself, then you decide what exactly you want to do with your hack. Do you want to make a new region? Are you looking to remake a game from a different gen, or expand one of the Gen III games maybe? Do you want new moves, or to change currently existing movesets? Figuring out what you want out of your hack is the biggest part of figuring out what you'll need to know.
