Where do you get your EV spreads from, really? Take note that the only Ice Pokemon you'll see in OU are Mamoswine, (Black) Kyurem, the occasional Weavile and a Protean Greninja who just used Ice Beam. In OU, Ice attacks are mainly used as coverage moves, FYI, so I wouldn't really worry too much about that.

It should be noted that Salamence faces stiff competition from the other Dragon Pokemon in OU, like Garchomp, Haxorus and Black Kyurem. The introduction of Fairies severely hurt it, as it lacks moves that severely damage Fairies outside of the unreliable Iron Tail. Haxorus has access to Poison Jab, while Garchomp just hits Fairies hard with its STAB Earthquake (Salamence lacks STAB on the move). Who knows, things may change when Mega Salamence is officially released, when it can finally gets a good Flying STAB in Return/Double-Edge/Thrash, courtesy of Aerilate; regular Salamence lacks good STAB Flying moves (Aerial Ace is weak and Fly is easily predictable). For now, this is the best it can do:

Eelektross is badly outclassed by other useful Electric Pokemon like Wash Rotom, Thundurus (either forme), Magnezone and Zapdos. Eelektross' bulk is decent at best, and its low Speed kinda hinders it. And even if you plan on keeping Eelektross, Coil outclasses Hone Claws completely, as it also gives a Defense boost in addition to Attack and accuracy.

More useful Electric Pokemon here:

Magnzone:
-Thunderbolt
-Volt Switch
-Flash Cannon

You're not making the most out of Gliscor's bulkiness. It's not meant to attack, but it's meant to check/counter powerful physical attackers like Mega Heracross and Mega Medicham that lacks Ice Punch:
-Earthquake
-Substitute/Knock Off
-Toxic
-Protect
Nature: Impish
EVs: 252 HP/20 Def/236 Spe
Item: Toxic Orb
Ability: Poison Heal

or
-Earthquake/Knock Off

Scolipede needs Protect over Rock Slide or Poison Jab in order to guarantee that it gets a Speed Boost:
-Megahorn
-Poison Jab/Rock Slide
-Earthquake
-Protect
Nature: Adamant
EVs: 16 HP/252 Atk/4 Def/236 Spe
Item: Life Orb
Ability: Speed Boost

Trace is the preferred ability over Synchronize on Gardevoir pre-Mega. It has utility for situations such as Tracing Heatran's Flash Fire to make vanilla Gardevoir immune to a predicted Fire Blast, Tracing a physical attacker's Intimidate to weaken them, etc. Also, Taunt is the better option over Magic Coat to block status moves completely; the latter takes good prediction to use. Psyshock is preferred over Psychic so Mega Gardevoir has a better chance against special walls. Also, Gardevoir could use more coverage and you're not taking advantage of the 100 Speed it has in Mega form:
-Psyshock
-Hyper Voice
-Focus Blast/Hidden Power (Ground)
-Taunt/Will-o-Wisp/Calm Mind
Nature: Timid/Modest
EVs: 24 Def/232 SAtk/252 Spe (avoids the 2HKO from Latios' Psyshock)
Item: Gardevoirite
Ability: Trace

You're gimping Greninja's ability to hit as hard as it can with that HP investment taken from its Special Attack. Greninja is still frail even with bulk investment. Hydro Pump > Surf simply because it hits harder and Greninja isn't that strong, really. The miss change is annoying, yes, but Greninja needs all the power it can get. To condense:
-Hydro Pump
-Ice Beam
-Extrasensory
-Dark Pulse/Hidden Power (Fire/Grass)/Grass Knot/Spikes
Nature: Timid
EVs: 4 HP/252 SAtk/252 Spe
Item: Life Orb
Ability: Protean
