Protect is a staple move in doubles formats like VGC. It punishes double-targeting, scouts out sets and gives the other partner time to take out a potential counter, among things.
Charizard Y has little use for Dragon Pulse and Air Slash, really. Heat Wave does more damage to the latter's targets:

Dragonite is rather mediocre in VGC, due to the fact that an opponent can break its Multiscale, then a partner can move in to deal full damage to it. Outrage is also unreliable in doubles formats, as it picks a random target during the 2-3 turns it's in effect. Better Dragon Pokemon to use are Salamence (which has utility with Intimidate), Noivern (which can support the team with Tailwind or get a target into KO range with Super Fang) and Garchomp (better Speed in general):
