hi, i have a question, if i have a lvl 1 pokemon, can i give it vitamins until it is fully ev trained?
You can certainly do this, although it would be very expensive in terms of p. Unless you have a cheat code workaround for that, in which case, go for it.

or there is a maximum evs per level?
There is no maximum to this.

and also, if this is possible, and i fully ev train a lvl 1 pokemon, evs won't change, as you can't get more evs right??
You can actually use super training to completely EV Train your mons if you want it all done at level 1. Use of power items and hordes is much quicker otherwise.

And once your Pokemon has 510 total EV's, they can't be changed without using a Reset Bag ^^
