if the quality is dropping, all i could say is you could try to sharpen the image after re sizing it. what program are you using to re size the image?

The problem with re-sizing sprites is that it requires you to refine the sprite after re-sizing it otherwise you will have random clusters and a very choppy sprite. I'm sure the old paint can do it, but Photoshop can as well. I've been using the latter for all of my pixel work.

If you have Photoshop, what you could do is hit Ctrl + K or Edit > Preferences > General; whatever works for you. Then change your Image Interpolation to 'Nearest Neighbor (preserve hard edges)' then you can re-size/transform it without having it automatically cause the sprite to become fuzzy or anti-aliased. However, you still need to do refining. There's no running away from that when it comes to re-sizing pixel art.

Thanks! Is there any way to do this on Paint? Thanks again

I just tried reducing the size of a sprite in Paint and it works just fine. But to reiterate, you must refine the sprite meaning you will have to clean up the sprite and that considers you have some knowledge of pixel art in order to bring the quality up to par.

To make this easier:
Here is Gardevoir BEFORE re-sizing 96x96:

Here is Gardevoir AFTER resizing to 64x64:

As you can see the quality still sucks. So you're gonna have to refine it like I did here really quick:
