An IP is the address of your computer. It is some thing like this:
167.0.1.0
you can also type a port number after an IP, like this:
167.0.1.0:8080
The default port is 8080.
By using an IP, you can smply type it in the address bar of a browser and access the victim's computer!

Your IP is your Internet Protocol. It is like a personal ID for your computer, without an IP you cannot log into the internet or use internet cookies since there will not be a way to rember your computer and tell the diffrence form another one.

Only if that person has some type of hosting software like Apache. If that person doesn't, you can't get on to the computer by just putting it in the address bar. You have to hack into it which is much more complicated than that.
