Which battle moves are the best?

I'm level 11 and starting to get some pretty powerful fully evolved pokemon, so I want to start maxing out their power and stuff. However, you can't change their moves once they're fully evolved, so I don't want to power them up unless they have the best (or at least good) moves.

So which moves are the best?

Obviously for the first move, you just want the strongest one, and maybe some specific type.

But for charge moves, what makes a move better? Would a move that has 1 big bar and does 60 damage at once be better than a move that has 4 small bars that do 25 each (so 100 total)? Should I just count up how much damage they do and always go with the highest? Or is having 1 big bar generally better since it does a lot at once, or perhaps many small bars the best since you can use your charge attacks more frequently?

Thanks for the help, I don't have too much experience battling (although some) but I'm starting to get some solid pokemon so I want to start taking more gyms.

In my mind, whether you want lots of smaller attacks or one larger attack as your special comes largely down to strategy. Also, consider the HP of your Pokemon. If it has relatively low health, then you may not have time to charge shot if your opponent is powerful enough. Low HP should likely be paired with smaller charge shots, if possible, etc. But it still comes down to playing style after that.

More importantly, in my opinion, is that you should know the pokemon's move sets MAY change once you evolve them. I didn't realize this at first and was approaching it the same way you are--trying to determine the move set I wanted and then evolving that pokemon. I did that until I saw a few of my evolutions ending up with totally different move sets regardless of what base I chose to evolve.

Due to the potential change in move sets, I'm currently leaning toward thinking that selecting a higher CP is more important than a move set you cannot control/lock in.

Fair enough, so if you're comparing duplicate final stage pokemon, then I think it really comes down to how you want to play, the HP of your pokemon, and the strengths/weaknesses of your opponent's pokemon. A 60 charge attack may take a while to get to, so that may not always be worth it. But if your opponent has a weakness to your type, perhaps that's more or less all you'll need. I feel like it really just depends.

The one thing I'll say is this, if you're looking at a pokemon with 5 bars of a 15 attack, consider that in a battle you may not actually charge up all of those at once. In my very limited experience so far, I'll rarely even charge into a 3rd 30 attack.

Just my two cents. I like the middle ground, but would tend toward the higher charge attack if I have a decent normal attack to build on.
