I did some tests to determine the stats increase when evolving. I tested three Pidgeys (requires 12 candy per pidgey), and 1 weedle (requires 12 candy).
Data (note, at first I only recorded the CP stat, but realized the other stats could have a play in other stat increases, like higher weight having an effect on the CP increase):
Weedle (CP: 79) -> Kakuna (CP: 85) net increase (CP: 6).
Pidgey (CP: 115) -> Pidgeotto (CP: 214, HP: 48, Weight: 30kg, Height: 1.3m) (CP increased by 99)
Pidgey (CP: 110, HP: Unknown, Weight 1.78kg, Height 0.29m) -> Pidgeotto (CP: 210, HP: 44, Weight 4.04kg, Height 1.05m) (CP increased by 100)
Pidgey (CP: 110, HP: 31, Weight: 2.2kg, Height: 0.32m) -> Pidgeotto (CP: 208, HP: 47, Weight: 4.87kg, Height: 1.17m) (CP increased by 98)

My initial hypothesis was that higher CP means lower increase of CP when evolving. This is false, as shown by the Pidgeys.
It could instead be that higher weight gives a lower CP increase (this seems very unlikely, from a programming perspective).

What I am currently inclined to think, is that the combat point increase is random, but varies for each Pokemon. Those three pidgeys on average gained 99 CP. The Weedle gained an average of 6 CP.

I would highly encourage people to perform the same tests that I have (I recommend with abundant pokemon like Pidgeys), and post their data (even better, in the same format I did), because these sample sizes are very small, and it would be nice to understand mechanics like these.

What about trainer level? Higher trainer level means encountering higher cp pokémon. Wouldn't it be the same for evolving/leveling up?
Maybe, but it still seems like there's a cap and a formula.

For instance, I evolved a Pidgeotto at probably lvl 5 or 6 and got a 245. Recent evolutions were coming from higher base CP pidgeys, but still only resulted in a minor increase around 300 even though I'm a level 12 and it was a higher level base to begin with.

The higher your lvl the higher the cp of Pokemon you can encounter and the rarer the Pokemon. Also I have been wondering the higher that the higher the cp of the Pokemon before evolution means that the higher the cp would be when it evolves. I was thinking that was what your evolving test was about.
