Electro Ball uncertainty

I have a question about the move Electro Ball. Its description says that the power is determined by the Speed stat of the monster and its effect type is special, but does that mean the Special Attack stat is disregarded altogether?

Take Pachirisu. Its Speed stat is much higher than its Special Attack, so is it useless to EV train its Special Attack stat in order to boost Electro Ball?

I have a theory based on the information that this Bulbapedia link explains: http://bulbapedia.bulbagarden.net/wiki/Electro_Ball_(move)
I'm pretty sure, the move's overall power is based on the Special Attack stat, but the base power is based on the users Speed stat.
So a slow pokemon would only be able to use Electro Ball at a base damage of 60 which is then modified by the special attack stat, versus a fast pokemon which would use Electro Ball at a base damage of 150 which is then modified by the special attack stat.

So yes, Special attack is still a major influence on how powerful Electro Ball can be overall.

I see. I suppose it's a good thing that Pokémon that are capable of Electro Ball tend to have high Special Attack generally.

I am interested in the formula of Electro Ball since it has the potential to be one of the best Electric moves. That it relies on Speed so much opens up some new strategies.

Oh. I always thought it was like a reverse GyroBall. I've seen on... Bulbapedia I think? that the move calculates the differentce between user and opponent's speed, and that the greater the difference is, the greater the power (but if it's negative it would be acting as 0). That's why I used to play Electro Ball along with Thunder Wave.
Edit : Here's the thing, the foe's speed is expressed into a percentage of the user's speed and then rendered into a base power.

Electro Ball inflicts more damage the faster the user is compared to the target. Therefore, the larger the relative difference between the user's and target's Speed stat, the greater the damage. Base power is calculated as follows:
Foe's Speed ||| Power
More than 50% ||| 60
50% - 34% ||| 80
33% - 25% ||| 120
Less than 25% ||| 150
