Non pirate that is, Pokemon was made in late 1995/early 1996, the SNES era died in 1998, so i geuss Nintendo should've released a pokemon game on that console

I can't remember exactly how many, but it took quite a few years for Game Freak to eventually finish the original Pokemon games and after that they had to deal with the amazing success and create the sequels Gold and Silver. By that time there probably wasn't enough time to make another Pokemon for a big console like the SNES.

The reason why much older consoles only have bootleg/demake ROMs of Pokemon is because during that era, Pokemon didn't really exist.

Of course, they could go back and make one, but that would be kind of pointless, since NES and SNES [and older] are pretty much dead without emulators and retro fanatics like myself.

They did but it's not Pokémon related, nobody remembers it and probably was made a to pay the bills while Gold & Silver took much longer than originally intended.

Anyway, core support for the Super Nintendo was drying up very fast by 1996, come 1997 when Pokémon had become a major success there were only one or two remotely high-profile Nintendo games released on regular cartridges. N64 development was far, far more important (like Pokemon Stadium).
