I won't pretend I know anything about the series, as I'm not really a fan of it, but I'm quite confused about this...

In Japan, the "Wars" series is pretty popular. They have such games as "Gameboy Wars", "Color Wars", "Advance Wars", and so forth, each corresponding with the system.

So why is it that the upcoming Gamecube and DS releases have "Advance Wars" in the title?

I wrote pretend to know anything either. So, I'll guess. Maybe Advance was highly popular and they're milking the name. Or, given the amount of time between the releases, it seems natural to keep the name. Or, (I didn't play any) maybe the stories are more connected than in the past.
