Ability to create a PokéStop coming to Pokémon GO!

I saw several new pokestops in my area when I went out after PokemonGo Fest (I live in a small town in Canada). Not sure when they went up, yesterday evening is the first I've been able to go on a proper hunt around town in a few weeks. Wonder if they were player-created, or added at the same time as the gyms were being upgraded? We only have about 20 pokestops in town all clustered in a couple locations, so it's quite a shock when you come across a new one.
