I pulled a Pikachu vmax rainbow!! Except its dreadfully miss cut. However it is so miss cut it is now missing the bottom "2020 Pokemon/nintendo/creatures/GAME FREAK" text. (Check attached pictures)
My question is does this make it a technical Error print, and how does it effect its value?

Still only makes it a miscut. The mis it's affect on the value will vary depending on who you sell to. Most don't want a miscut so it's not going to really help value, though.
