don't use baby mons all that often ('cept for guys like Togepi, Elekid, Riolu, & Munchlax, which explains why they're high up on my list) so i mostly based off of looks. no offense to Smoochum lovers, but i've never been a fan of that line at all. and Wynaut/Wobbuffet are hard to use lol.

List:

S Tier is very easy, Riolu and Munchlax both have really cool designs and evolutions so they're who I'd tend to use most. Togepi is the same except its also really damn cute, Cleffa also sorta falls into this but is mainly carried to GOAT by its adorableness and that Biker from Lost Tower.

Same sorta principles apply to Elekid, Happiny and Pichu but I just don't feel the vibe as much. Mantyke is absolutely so adorable and even though I'm meh on Mantine, its hard not to love this cute lil guy :3 I'm also the same with Chingling and Wynaut too.

I love Budews evolutions but I'm not that fond of using a Budew in that awkward pre evo area, Azurill would be easy S if Pokemon just made it look happy in all its sprites :( HE LOOKS SO SAD I FEEL BAD.... Tyrogue I like the concept of its evolutions but christ is it pretty ugly.

Love love love Magmortar but Magby just ehhhhhhhhh I really don't like, same with Toxel but I really love Toxtricity and really hate Toxel. Couldn't care less about Mime Jr and Bonsly and Smoochum and Igglybuff are both just ugly to me.

Tyrogue is awesome. Horrible stats even for a Baby Pokémon, but it has a pretty cool aesthetic (I especially love this pic of it), an AMAZING Shiny (at least prior to XY), and I like how it felt like a "secret" Pokémon in GSC.

Magby also has a special place in my heart. A little weird-looking, but its Neo Genesis card is super nostalgic!

The concept of baby Pokémon really doesn't appeal to me tbh. Some are perfectly justifiable, but imo there's no point to most of them. Like, you can literally catch Clefairy and Jigglypuff under level 10 and need to breed for their babies. Why?
Pichu's the same deal, but Spiky eared Pichu is honestly too cute.

tyrouge is s-tier for me because it has one of the most unique concepts for evolving.

If I included evolution methods, Tyrogue would definitely be very high up on my list too. Feels like we might never see an evolution method like that again! I remember struggling so much and having to use Protein and Iron to balance them out for Hitmontop way back in GSC x'D

Baby Pokemon aren't really my thing, but I do love me some Munchlax though. Most of my rankings are at least partially based on their evolutions, since only a few (Munchlax, Togepi, Pichu) really stand out on their own.
