Hey Maxie, would you mind explaining to us all how Heracross learns Thunderbolt? And how Gligar learns Megahorn? Psychic sucks on Snorlax, as does Solarbeam on Sceptile. I can't even bother myself to go through the rest of that post to find how else you managed to butcher that team.
Anyway, Heracross only needs 232 Spd EVs if you're using the Reversaling set. The leftover EVs can go in HP as you have it now. As Torkoal_7 said, SD>FP for the Reversaling set.
For Gardevoir, you could use Destiny Bond in place of Fire Punch. It's useful for taking out another foe when you've been dropped to low health. Just be smart about using it. You can't mispredict and use it when they try to set up or switch. Otherwise, the surprise is over. Also, since you're lacking a cleric, you could consider using a Lum berry>Leftovers, so that you can switch into at least one status (Gligar has you covered as far as Paralysis goes, but you're still open to Burns).
For Sceptile, use the SubSeedStaller:

That oughta cover it. You lack a good physical wall (I suppose you could count Blastoise) and a cleric. I would suggest getting a pokemon such as Milotic, or one with Natural Cure for this. Off the top of my head there's Blissey (which is a cleric anyway), Starmie (Rapid Spins quite nicely, though you would need a new [Pseudo] Hazer), and Celebi (which
can function as a cleric, but is not necessary). I wouldn't suggest using Corsola.
