Skarmory doesn't get anywhere near 401 HP, what are you talking about?
No matter wether Snorlax runs Shadow Ball or not, it is going to own Skarmory if it's the last poke, as Skarm can't p-haze it.

Taunt doesn't exactly stop Lax from setting up, since Skarm then won't have Rest in which case it is going to take continuously damage from Body Slam/Return, so it will eventually get killed, before Lax gets killed by Drill Peck.
Btw, standard chaosbreon has 222 Spd (stat), which outspeeds Skarm, unless Skarm has the following EV spread (which it SHOULD have if it has Taunt): 132 HP / 192 Def / 184 Spd.
For standard Skarmory, 196 HP / 36 Atk / 212 Def / 16 Spd / 48 SDef is the way to go, imo.
