my blastoise can't learn hydro cannon.at 2 island. lady said it mistaken.
so can any one tell me why?

I cannot tell you why, since Blastoise should be able to learn it. I can tell you that it is good that she didn't. Don't be fooled by these horrible attacks. Hydro Cannon is a Water-version of Hyper Beam and should be avoided at all costs. Just take a minute to compare it to Surf. While Hydro Cannon is 150 AP, it is only 90% accurate, there are only 5 PP, and you have to recharge for a turn leaving your Poke vulnerable to attack. By comparison, Surf is 95 AP, it is 100% accurate, has 15 PP, and you can attack TWICE in the same time as you attack once with HC. That is two 95 AP attacks, compared to one 150 AP. 95+95=190.

HC might be good at finishing off a final Poke to win a battle, but that is so situational that you should avoid it. Hydro Pump is a better finishing move, but it is less accurate. Stick with Surf.

I think only original starters can learn it, that may be your problem, its a terrible move any way =P

Thats becasue Blastoise isnt happy. Your pokemon have to be happy for the lady to teach the move.

It also depends, was Blastoise your original starter, or did you trade him over from your other game or a friend's game? cause I've tried to get a traded Venusaur to learn Frenzy Plant, but she wouldn't give him the move. Or as Encye said, it could be because it's not happy enough.
