"The right to cut."

Player A shuffles his/her deck
Player B shuffles his/her deck

Both players allow the opponent to cut each others deck.

Player A and B swap... cut and give the decks back.

would player A be able to "Excuse his/her right to cut." and then cut their own deck and then draw 5 cards and begin the duel?

Basically... after the opponent returns your deck is there a such thing as a "right to cut" allowing you to cut the deck once more?

Someone at a shop I sometimes go to does this I we just accept it... is this true?

No, they wouldn't be allowed to cut their deck back
only happened to me once when i di one of those crazy cuts and he said that he could just shuffle it because of the crazy one (he didn't cut it back), though i think i won that round anyways...
overall, no. Especially if you notice him getting monstorous draws early game

Is a player allowed to re-shuffle after thier opponent has shuffled thier deck?

Response:

You cannot reshuffle your Deck.

However, you may cut your Deck afterwards. This allows you to ensure that your
opponent did not order your Deck in a non-random fasion.
