in diamond and Pearl there is an item called the Powerful Herb which eliminates the charge-up Phase. http://www.serebii.net/diamondpearl/items.shtml

so once i get DP, i would use this with moves like Solar Beam and Sky Attack

in pokemon XD, i have only 1 sky attack to teach to either Rayquaza or Ho-oh. these 2 can learn those two moves, Solarbeam & skyattack.

so, which one should i teach sky attack to?
the guys at netbattle couldnt help me >.>

I'll actually suggest Moltres instead.

Ho-oh and Rayquaza can live just fine and remain powerful even without the Powerful Herb. However, Moltres is just screwed without it, unable to compete against the other legendaries (yet remain very powerful against non-legendary without).

Really, Rayquaza got better things to do than solarbeam. It got dragon dance, so abuse the heck out of that. Ho-oh is so strong and flexible that the Powerful Herb is only icing on the cake, so why not reserve it for someone who will absolutely die without it?

(It's an attach item anyway right...? Unless I'm mistaken... You can just move it around between your Pokemon depending on the situation at hand. For example, if you're ready to go to a tournament to win some prizes, then of course give it to your Ho-oh or whatever to be as strong as possible, provided that the tournament even allowed Ho-oh to be in it, lol)

You don't have EV to max all of that >>;

It's probably best to just use the classical and more offensive Ludicolo back from RSE even in Diamond/Pearl, with the possibility of Focus Bomb over one of your standard sweeping elemental attacks to take a crack at handling Blissey with it.
