First of all, when posting your team, use the following format:
Pokemon @ Held Item ** Nickname
Trait: Trait
EVs: HP / Atk / Def / Spd / SAtk / SDef
Nature (+Stat, -Stat)
- Move 1
- Move 2
- Move 3
- Move 4
That makes it MUCH easier to read. Don't include the stats since we already know the base stats and it is really the EVs (and IVs if you know them) that help determine how good/sucky your Poke is.
Also, only list 3 Pokes if that is indeed your team, which is typically for the Battle Frontier. Note, however, that Lugia is banned there.
As for your team, fixes in

I just beat Pokemon XD, and I just got my Lugia. I like to go all out on attack, just faint another pokemon with high, powerful special attacks.
Well, here goes:
Lv69 Shiftry @ Leftovers / Lum Berry** Mokuba
Trait: Chlorophyll
EVs: 144 HP / 104 Atk / 8 Spd / 252 SAtk
Mild Nature (+SAtk, -Def)
- Explosion / Brick Break
- Shadow Ball / Brick Break
- Solarbeam
- Sunny Day
With 8 Spd EVs, Shiftry can outspeed basically everything after a Sunny Day. Solarbeams hurt and Shadow Ball or Brick Break can hurt the things it cannot. Explosion can OHKO Blissey.
Steven/Lugia
Holding EXP Share (It needs leveling)
Lv59 Lugia @ Leftovers ** Steven
Trait: Pressure
EVs: 252 HP / 176 Def / 80 SDef
Bold Nature
- Aeroblast
- Earthquake / Ice Beam
- Recover
- Whirlwind / Reflect / Light Screen / Toxic
Lugia is incredibly cheap with its insanely high defenses. It takes absolutely no skill whatsoever to use it. You already have two decent special attackers. I would replace this with a good defensive Poke that can attack physically, like Snorlax.
Lv 70 Espeon @ Leftovers / Lum Berry
Trait: Synchronize
EVs: 64 HP / 192 Spd / 252 SAtk
Timid Nature (+Spd, -Atk)
- Calm Mind
- Morning Sun
- Psychic
- Substitute
With Sunny Day in effect, Morning Sun is incredible HP recovery. You can Calm Mind up, Morning Sun off any HP loss, and then sweep.
I need help with my movesets (I'm kind of not good at it). Can you rate it from 1-5, and maybe give me some suggestions?
Thank you,

I would give it a 2 at the most. Incomplete team and improper type coverage are your biggest problems. If you are only wanting a 3-Poke team, you need to go with one special sweeper, one physical sweeper, and one tank.
