My NEW Emerald team planned so far is Latias,Skarmory,Houndoom, Ludicolo(?),Roselia(?) and Rhydon/Physical Sweeper/Electric type filler here(?)

Latias,Skarmory,Roselia and Rhyhorn are weak against Ice :P
I have no good Electric types
I want a Nidoqueen but the Poison type conflicts with Roselia
I have 2 Grass types

Umm...first off, for this thread you should actually provide movesets, natures and that shizzle, otherwise it's kind of a pointless topic since the type doesn't really determine a pokémon's usefulness. (Compare, say, Sunflora and Sceptile)

Second, Skarm isn't weak against Ice because it's half-Steel. Ice attacks are neutral against it. Also, if you want Nidoqueen in there then drop Roselia, it's a weak and subpar grass pokémon which really doesn't do you much good. There goes the problem of two grasses and the conflicting poison types in one go. I really wouldn't suggest either, though, since you've already got a bulky Ground type in Rhydon. For that slot, I'd say something that can hold its own against special attacks. Regice and Blissey are the archetypically dull but functional choices, but Snorlax would be a formidable option too. Basically, if it has lots of HP and SDef (That is, one of them reaching or exceeding 100 and the other being in the average 70-80 range by base stat) and few to no special weaknesses then it's a good special wall.

one of my favourite spec. sweepers. It can't take hits too well, but it screws over special walls by putting them to sleep, subing up and then boosting its SAtk to the max (if you're using CM). With a CM or two its subs can even take some special attacks at which point it's basically gg time for your opponent unless they've got a roaring Suicune lurking in their team.
