Since you didn't provide a nature, you aren't going to get a good answer. Here are the stats of a Lv100 Rayquaza with no IVs, no EVs, and a neutral nature:
HP: 320
Atk: 305
Def: 185
SAtk: 305
SDef: 185
Spd: 195
It appears to me that the nature is Brave (+Atk, -Spd), so with the adjusted nature, here are the max stats again:
HP: 320
Atk: 335
Def: 185
SAtk: 305
SDef: 185
Spd: 175
So, looking at your Poke's stats and comparing to a Lv100 Brave Rayquaza, here is the +/-:
HP: +53
Atk: +36
Def: +37
SAtk: +26
SDef: +31
Spd: +28 (+31 if you take out the nature adjustment)
From the looks of it, you have perfect IVs in SDef and Spd, which is sad since you are sporting a -Spd nature. Of course that could be total coincidence since I have no idea what your EVs are. It appears that it has a lot of HP EVs, and potentially some in Atk and Def, depending on what your IVs are in those two stats. If you have Emerald, I would highly suggest that you feed this Poke the EV-reducing berries (#21-26) until the EVs for each stat won't drop any lower. You then write down the stats and reset the game. DO NOT SAVE, well unless you want to have a Rayquaza without any EVs. Give me those stats and I will tell you where you sit with IVs and EVs. In my opinion, your IVs aren't that good and your EV spread indicates that this Poke was used to battle random wild Pokes and trainers with no semblance of any EV training at all.
