Unfortunately, you should have +SDef when using Restalk to cover the typical special switch-ins. Relaxed might not do enough for you.

I need help with the rest of the team. This is an ingame competetive emerald team. So no hidden powers, legends. Might want to squeeze in a sleep move and maybe toxic or another status like burn. Also needs a hazer and a cleric.

The rest of your team really depends on how adamant you are against using Legends. Are you talking about the cheap Ubers (Mewtwo, Lugia, etc.) or are you including the lower-tier Legends that aren't much better than the really strong normal Pokes (Suicune, Zapdos, etc.)? For example, Suicune or Articuno would thrive on this team, being able to phaze out and abusing max Spikes damage. Celebi (if you have one) would also be an excellent cleric here. If not, Blissey is always a strong option or even Vileplume if you want to stay away from the fat lard. Outside of that you really need a good special attacker. Alazakam, Gengar, Starmie, or Gardevoir immediately come to mind.
