Because Life Orb sweepy Dragonite kicks butt. Outrage is an option because of its newly raised base power which makes it a serious threat even against resistant switch-ins.
umbreon @ Leftovers
Impish Nature (+Def, -SAtk)
quick attack Wish
helping hand Substitute/Protect
baton pass
bite Taunt/Yawn
Direct damaging attacks on Umbreon are a waste, really; that 65 base Attack won't carry you far without Curse to back it up. Then again, Umbreon without breeding is wasted effort too. You'll really want to breed on Wish at least as your team could use some real healing support.
salamence @ Choice Specs
Modest Nature (+SAtk, -Atk)
tunderfang Draco Meteor
fire fang Flamethrower/Fire Blast
dragonbreath Dragon Pulse
crunch Hydro Pump
Nothing very refined about this set, but since you've already got Dragonite and Garchomp you don't need any more physical mashers. Basically, you just want to punch through with as many hard-hitting special attacks as possible. Draco Meteor should be saved for extreme cases as it hurts your SAtk with each use. Its sheer pounding force is quite awesome, however. Hydro Pump is a breeding move, but this is definitely the most beneficial Salamence set for this team.
garchomp @ Leftovers/Life Orb
Jolly Nature (+Spd, -SAtk)
dragon rush Swords Dance
Dragon Claw/Dragon Rush
surf Earthquake
firefang Stone Edge
Special moves on Garchomp are a waste because its physical attack power is far superior, so don't even go there. Physical sweeping ftw.
and what moves should my tyranitar have when he evolves?

This team fails...bad. Three double ice weaks is just something you should never have as Ice and water types of comparable power will just plow right through you. Also, Tyranitar won't play well with Salamence or Dragonite (Umbreon isn't too wild about losing his lefties recovery either), you should really run more steel, rock, and ground types that aren't bothered by a constant Sandstorm (In fact, Rock types even benefit from it). Anyhow, Tyranitar should be something like:
Tyranitar @ Choice Band
Adamant Nature (+Atk, -SAtk)
Crunch/Pursuit
Stone Edge
Earthquake
Thunder Fang
Seriously, though, this team needs some more walling presence and type diversity. All those dragons are not doing it any favours. But yeah, anything goes ingame. .__.
