Well I had this problem randomly today, and because I know how to find things out, I was able to successfully disable it to access this website. So why was it randomly dis-allowed? or is this a problem only my computer/internet has had?

I don't quite understand what your problem is. Would be nice if you could elaborate it a bit.

Well, yesterday when I tried to access this website, it said I couldn't because of this:

Site prefetching is not allowed as it is an infringement of privacy

That's what it said, So I had to turn it off, to be able to access this site

So what I am asking, was site prefetching recently disabled, or am I the only one who got this problem?

Lol, I read my other post, No wonder you got so confused, lol

Oh good, I was just wondering, because when I turned it off, the page that told me how to, said that it shouldn't really be turned off, so yeah.

Although, What happens if someone doesn't know how to turn prefetching off? Will they just be dis-allowed from the site until whenever?

A person should know what prefetching is and know he or she has it enabled. No standard browser with its default settings should be able to prefetch.
Mozilla had prefetching on default for me, and I had to turn it off manually, as they haven't made an official way to turn it off, I had to copy some code into a file, kinda easy, for me

I don't know for sure, but I think Mozilla always has prefetching on :\
