is this a good build for leafeon as a wall?

Nononononononononnonononononononono. But the "no"s are for synthesis...lol, sandstream eats that idea. Plus wish can be used to heal other members...though umbreon can withstand hits too and I think it's better than leafeon, but meh...

Leafeon can't wall because it's HP sucks too much. Torterra is a nice replacement because they both get OHKOd by ice beam anyway.

I'd go with Cakekun's suggestion...torterra is much batter IMO...though wish is nice. Keep in mind leafeon can learn curse, which would help it wall...

Could Regice make a decent Special Tank, here is what I was thinking

Calm Nature
EVs: 252 HP, 184 Sp Atk, 72 Sp Def
-Ice Beam
-Thunderwave
-Rest
-Thunderbolt/Charge Beam

Thunderwave for parahax, and to make Regice faster than some pokemon in order to boltbeam better... Charge Beam is a possibility to raise his Special Attack more, and Rest for recovery

Let's put it this way...regice is the special equivalant of steelix, only it is better at attaciking and withstanding the kind of attacks it's normally weak against. So yes, it's good. The set looks...fine, but why T wave? And I think you need a few more SpD EVs...

I'd only recommand Rest if you're adding Sleep Talk instead of Thunder Wave, otherwise, you're taking a risk of your opponent throwing attacks against you, while Regice just stalls and continues to be asleep for turns. Rock Polish can also work, if you really want to attempt sweeping with it. It requires all the HP and defence it can have to wall effectively. 252 HP / 252 Def / 6 Sp.Atk.

Regice really doesn't seem to have changed much from the past gen. It's weak to Stealth Rock and lacks an effective form of self-healing (Rest isn't all that reliable). With that aside, it can still absorb hits well enough.

And more weaknesses. Its upside is the special defense, which is equal to steelix' defense. It is pwnful pwnage...it needs a bit of SpD EVs though...not too many, but some.

Hey, do stat bonuses stay on a Pokemon after it switches out? For example, if I had a Salamence use Dragon Dance, switched out (because a bolt-beamer appeared, I guess), and switched him in later, would he still keep the effects of DD? Or are the effects completely gone?

Just because their defenses are equal in 200 base stats does not mean ANYTHING. The typing is what makes Steelix unique from Regirock, being pure Rock type is completely sweeped by a simple move.

On the other hand, Steel and Ground has incredible resistances while the all the Regi's (except perhaps Registeel) have few or no resistances. What's gonna happen when the enemy uses Flamethrower? No I do not think Regice can absorb flamethrower, seeing as how my Steelix has been 2HKO'd by Earthquake from an Electivire. (and yes, I trained the Steelix with full hp and def) and the Electivire was NOT hacked due to seeing it do regular damage to my Salamence.

With 252 sp.def or a little bit less, it can survive with just a tiny bit of Hp, and maybe with a Calm Nature too. That enables it to get in a Earthquake. But truth is, is isn't as frightning. Why? There's no Stab.

Wait...the electivire I fought with my steelix...steelix took about 45% from Cross Chop, and it was the pure physical version too...steelix can take out electivire, I've tried. No hacks either.
