Nope, and I don't think they are legendaries because:

Rotom: You can only get one in the game? Have you ever considered Eevee, Beldum etc?
Spiritomb: Hello? There's Sableye!
Lucario: Even though Lucario has it's own movie that doesn't mean that Lucario is a Legendary Pokemon, I mean Common! Many Legendary Pokemon doesn't have any movies...

and so, I vote NO..

rotom has to be a legendary in my books, as my definition is as follows: if you kill it in the wild and yoou cant get catch another, its a legendary. to back this up: when you encounter rotom it does that spinning room thingy spiritomb can be encountered over and over again, and lucario isnt even available in the wild

Lucario - This guy flat-out isn't a legend. His stats are average and he has a pre-evolution. Unlike most legends, Lucario can breed. He isn't a one-of Pokemon either. Just because he was in a movie dealing with legends doesn't make him a legend - Where's the logic behind that theory? He also has no legend behind him.

Rotom - Nope. He can breed and has average stats, no legend, you know..The works. If he was even a very strong Pokemon at all, he'd be used a lot more in battle. And as far as I'm concerned he isn't used much at all.

Spiritomb - I think he's a one-of Pokemon and I know he is totally uber worthy, but so is tyranitar and he isn't a legend. Again, no legend behind Spiritomb.
