Onto the review (it is helping to expand my card knowledge, so I am glad I do them), it has a nice round 150HP (which is a decent amount, even if it is an ex).
Extra Noise is one of those which could come in handy for an ex on ex showdown. Something that can slowly but surely, ontop of the other attacks, be the kill for the opponent. Derail I feel is not as good as the first Power, but alas, it is still a decent attack.
Hyper Tail, in this circumstance, can do a potential 80 damage to your opponent's Pokemon. To my knowledge, that can take down a Blissey ex in two moves. I feel that Blissey ex (UF) is used primarily for stall, the main function going down the drain ;).
