A new problem

I had that problem too once! It was with a computer I had just bought from eBay... then as soon as I changed its graphic card it went normal again. I don't know whether yours is a problem of the graphic card too, but if you have another card you can try and switch them to see if the problem goes...
 
Two common culprits:

a) Drivers
b) Video card drivers

If you're using a Nvidia video card and are using the default Windows XP Drivers, scrolling can be really slow. >>; If your video card drivers are updated and the like, then check your Mouse drivers.
 
Or in your web browser, just go to Tools > Options > Advanced tab and untick "Use smooth scrolling" o_O

A grphics card is a card (obviously) to display graphics in your computer. There are some better than others, and if you open up your computer, you will see your graphics card (though it may be hard to see among all the other cards). You may need a very good graphics card to play some games (such as Doom 3). If you don't have a graphics card, all you can display is white text on a black background (DOS style) O_o
 
Tch. Try reinstalling your web browser. Does this only happen to your Internet pages?
...an' if yar using Internet Explorer try something less glitchy, like FireFox. XD
