A query about evolution

Hey guys, Ive heard many friends say to me that to get the strongest Pokemon you need to delay evolving your Pokemon as much as you can. Is this true? If you evolve your Pokemon as soon as it reaches the level (eg Charmeleon reaches Charizard at level 36) does that mean certain moves may be missed out?

The only difference in delaying evolution, is sometimes the pre-evolutions can learn moves the others can't... eg Chimchar learns Nasty Plot at level 22, but Monferno/Infernape don't learn it at all...

There is no stat benefit from delaying, or even evolving as soon as possible... It's all based on IVs/EVs

Also a pokemon can learn moves faster if evolving is delayed, thats basically the only difference.
