hackers always hack masterballs and if they catch a normal poke in it is the pokemon considered hack?

No, the Pokemon itself is not a hack, but it is still cheating.

A lot of people believe that a normal pokemon is a hack if it is inside a MasterBall. The pokemon inside the MasterBall can be legit, but being in a hacked one makes you doubt about it.
But no, if a normal pokemon is inside a hacked MasterBall it doesn't mean it is hacked, it just means the trainer was way to lazy to actually try to catch it so he hacked hundreds of MasterBalls.

Well it really doesnt matter. If the Masterball is hacked, the pokemon is still legit. It just means that the person has better things to do or more deadlines to meet for trading to take the time.
