Is it possible to have the IV stat judge from Emerald in Fire Red? Could I just type a script for it and then have it work, or would I need additional steps such as ASM?

You would want ASM, but it is really easy with current research. The function you want is at 0x0803FD44. If you don't know ASM, you could also use JPAN's hacked engine which I believe includes decryption routines that are already compatible with scripting, though that method would be more cumbersome.
