Another Question about E.V Training

O.K,

So I know what E.V points specific Pokemon give (e.x Machop = 1 ATK)

so I'm trying to raie my UT Jolly Furret's attack by battling all machops, with a Macho Brace attached to it.

but I battled 8 eight machops, and i was supposed to get 4 extra points towards my ATK stat, but I only got 2.

what am i doing wrong? is this a glitch or something?

The supposed 1 point per 4 EV's is only applicable at lv.100.

At lower levels, it won't be as noticeable.

so what ure saying is that i get evs when i reach level 100?
