4th Gen Anyone know anything about this event?

I recently received an ITARIA Pikachu, assuming it was a fan-made event at first but I see it being traded as an official event in several other places. Does anyone have any proof it is a fan-made or an official event?

Some other info on it, if it matters:

Pikachu @ Light Ball
OT: ITARIA
ID: 20034
Level 5
Nature: Hardy
Date: Dec. 20, 2006
Kanto
Arrived at Level 5
Moves: ThunderShock, Growl
no ribbons, etc etc.

I'm thinking it's a fan made event because the ITARA Pikachu has been given in other forums as well. I'll look into this more.

A fan-made event is... well, an event made by a fan. However, they're meant to look hacked with moves pokemon don't normally learn and so on, since they ARE hacked. And ITARIA Pikachu looks completely legit. That's why I'm confused. D:

Mass giveaway, you mean? Well... that makes me think it's a fan-made then. Do you remember what site it was?

This thing is Fan Made because D/P came out In 2007, so there is now way this thing could have meen made in 2006, unless POKESAV was used.
