um... no
you cant catch any jhoto or kanto pokemon in hoenn

with the exception of stuff like sandshrew, skarmory, marill, and others
they have webbies out there that can tell you what you are able to catch in hoenn ^^

I don't believe you can catch a ditto in Hoenn. Sorry.

You can catch a Ditto in the cave behind the Fossil Maniac's house in Emerald (After beating the Elite 4). That's the only place you can get them in Hoenn without trading.
