Only Emerald.
You get ticket and go to World's Edge Island to get Mew.
Play hide and seek with it for a while, and it will fight you.
It is at level 30, bring Pokemon with False Swipe and Spore.
You can catch it easily.

When Nintendo release Wonder Spots into the world (machine where you download the tickets), activate Mystery Gift by going to a PokeMart and filling in the questionnaire with the response: Link together for all. Then go to the Wonder Spot, download the ticket, go to Lilycove and the sailor will ask for you to go to World's Edge Island. Go to the island and go through the Labyrinth/maze thing. When you get to the end, you'll see Mew - who'll run away into the grass. Corner it and press A, then you'll fight a Lv30 Mew.
This is all in Emerald by the way. When you've caught it, trade it over to Fire Red ^_^
