Best Generation with Starters overall(from 1-7)

I can't say that there'll truly be a consensus, but the generation where I liked the starters the most overall was Gen 3. Gen 7's was pretty good too.
 
Prefers a basic Generation 1, personally. Produced some good-looking Pokemon throughout their evolutions, and across all of them. Edges out Generation 2 and 7 by a little bit. Was less fond of one starter or more stages of those.
 
Gen 4 turtwig, chimchar, and piplup. I mean these are the most diverse species set which makes them my favorites grass turtle, fire monkey, and an aquatic penguin. Gen 3 is a close contender with mudkip being diverse as an amphibian instead of a reptile.
 
idk about "best," but my personal faves—taking whole lines into account—are probably the Kanto and Johto groups. The only members I particularly dislike are Venusaur and Croconaw, and I've mixed feelings about Bulbasaur and Feraligatr. Leaning toward Johto since Wartortle is the only Kanto member that I absolutely adore, while Johto has Quilava and the very nostalgic Chikorita line. Hoenn would come in third, followed by Unova in fourth. Every other crew has at least 3 members I'm not a fan of.

Taking whole evo lines into account from gen 1 to 7:

Gen 1: Squirtle line is good from start to finish. Same for Bulbasaur. Charmander is okay, but I don't like Charmeleon/Charizard. (7/9)
Gen 2: Don't like Croconaw all that much, but Totodile and Feraligatr are good. Chikorita line is good from start to finish. Same for Cyndaquil. (8/9)
Gen 3: Solid all around for Hoenn. Don't dislike any stage and am quite fond of Swampert and bawk bawk supreme aka Blaziken. (9/9)
Gen 4: Piplup and Empoleon are good. Indifferent on Prinplup, but don't dislike it. Turtwig line is good from start to finish. Chimchar is okay, but I don't like Monferno/Infernape, with the latter probably being my least favorite fully evolved starter ever. (7/9)
Gen 5: Snivy line is good. I like Tepig/Emboar too. Indifferent on Pignite and the entire Oshawott line... but I don't dislike them. (9/9)
Gen 6: Fennekin line is my fav Fire type starter line. Chespin and Chesnaught are good, but I don't like Quilladin. Froakie/Frogadier I like, Greninja not so much... not enough to dislike it, but I'm not big on it. It's kinda meh. (8/9)
Gen 7: Rowlet and Decidueye are good, but I don't like Dartrix. I like Litten and Torracat, Popplio and Primarina. I dislike Brionne and Incineroar does not exist as far as I'm concerned. (6/9)

So... gen 3.
 
I have to say it is difficult to measure the starters because it comes down how practical they are in a playthrough. Preference is also important, so in my opinion I think the gens that made each starter practical was probably gens 3 and 4. I consider these the best with their starters. Not only do each starters have access to decent move pools (especially for the time), the secondary typings also really helped. The only outlier is Sceptile but you can teach it moves like aerial ace.
