All of the pokemon that don't get evolved end up as walls but the main wall is Cleffa, due to its ability and it not needing any energies.
Oh I should also tell you that I don't use weakness/resistance.

Really, you want more Trainers/Supporters in your deck. 27 Pokemon is too many. Cut out a bunch of evolution lines and replace most of them with Trainers/Supporters.

Also, Electrode Prime from HGSS Triumphant does something similar to the Base Set Electrode.
