What did you catch the legendaries with?
I caught
Mewtwo- with the master ball
Moltres- with the Ultra Ball
Zapdos- with the Pokeball
Articuno- with the Great ball
Entei-with the Great ball

I only got to play up to Koga. I was able to surf. Then catch Zapdos, caught it with ultra

Articuno, Zapdos, Motres and Mewtwo with Ultra Balls

and I used my Master Ball on Suicune

I've caught most of the legendaries with Ultra Balls, except Moltres (with a Poke Ball O_o). I'm saving the Master Ball for Raikou on Fire Red and Entei on Leaf Green.

The best i got was Kyogre with the great ball.

I caught nearly all of them with a ultra balls. Except Moltres and entei with a great ball.
