Compare the 2 following sets of EVs for my Glaceon

Okay this was rolled on Eevee, and I am wanting a Glaceon. (These are IVs)

Here we have:

Eevee, Rash LvL100
HP: 250 (30)
Atk: 115 (0)
Def: 115 (10)
Sp.Atk: 129 (23)
Sp.Def: 136 (17)
Spd: 140 (25)
Hidden Power: 43, ICE
Format: stat (IV)

And the other:

Eevee, Modest LvL100
HP: 237 (17)
Atk: 108 (5)
Def: 128 (23)
Sp.Atk: 129 (23)
Sp.Def: 149 (14)
Spd: 140 (25)
Hidden Power: 63, STEEL
Format: stat (IV)

For Glaceon, ideally I want HIGH special attack with decent defenses and reasonable speed.

How should I work either of these into a killer Glaceon?

1.-252 Sp.Atk, 128 Def & 128 Sp.Def.
2.-252 Sp.Atk, 252 Sp.Def & 4 Hp.
3.-252 Sp. Def, 128 Def & 128 Sp.Atk.

Hmm, those look good.

Now can you explain HP to me and how it works?

I was thinking:

128 HP, 252 Sp Atk and 128 Sp Def to make up for the sp def loss.

Is that a good idea?

i'd go for Calm Nature so that you can effectively use Mirror Coat.
