Well first of all the 3 dogs can be anywhere on the map at any random spot, so its very rare to see one, so it may take forever, but you can catch a suicune in crystal at the tin tower or w/e its in. ;] another thing, you can't migrate pokemon unless you mean trading from gold and silver.

yeah, trade them to a GBA version, and then migrate

You can't trade pokémon from G/S/C to a GBA game, so your idea would be impossible.
If you want to get them to migrate them to D/P, you need to catch them in FR/LG or in Collosseum, sorry.
