I was the thing where a little message pops up. Look at cowries siggy for example.

Oh you mean the Title tags!
those are just as easy
[title="Insert text you want in the tooltip"] then tyoe the text you want to have the tool tip appear over when someone hovers their mouse over the text. [/title] then close the tags
