Ahhh... you are talking about of joke fake cards in wich the people puts the photos of friends and do some parodies of pokemon card with them...
Well is basically the same than we do here but we try to do look our fake card like official cards, don't try to satirize to anyone here...
If you want do some fake cards you have to get the blank cards and card symbols, these resources was done by Fangking and you can found it in https://www.pokemonpalace.com/ , the program used in the majority of time is the Adobe Photoshop (in fact, the Fangking's tutorials are how do fake cards using Adobe Photoshop)

You must also put this into Consideration, Photoshop isn't an easy program to use. So when you get it don't go expecting you know how to use it, because you won't

Though be aware that photoshop isn't completely necessary. I started off faking in MSPaint, though I wouldn't reccomend it, and moved onto Paint.NET, a free photoshop-like prgram. Just google for it.

All of my fakes are now done using that.

Though I have heard that GIMP is good.

Yeah, like Lordpenguin said. Think of Adobe Photoshop like your good copy, as in if you think you might be able to move from MS Paint try it.

yeh photoshop is hard to use, whe n i used it fo first time it was hard but i got used to it

btw r we aloud to post something like this cause i thought we not aloud to ask quesions by starting a thread on forums

so long as the question is worthy of a thread, and it is not just a one-off one that can go in the daily discussion.

And of course it must be relevant to the forum.

We really don't have a questions thread, so this thread is allowable.

Photoshop isn't that difficult to use if you know what you are doing. It's easy for me because I used it previously in my Digital Photography class. It will be hard for new people, but it will be like a second language once you understand it.

Well, easier than a second language. I still haven't picked up French xD.

But you get the idea. A good idea is to do small tasks at a time, you'll gradually get better.
